Dr. Kyle Hubbard joined IARPA in October 2026. As a Program Manager, he leads B-SAURUS, a program that aims to identify unique features that distinguish biomanufactured materials and molecules from those produced through conventional manufacturing processes.
Prior to joining IARPA, Dr. Hubbard served in the Office of the Director of National Intelligence (ODNI), including as Deputy National Intelligence Officer for Biosecurity within the National Intelligence Council (NIC) and as Lead Strategist for Chemical and Biological Weapons at the National Counterproliferation and Biosecurity Center (NCBC). In these roles, he led intelligence mission management activities aligned with Intelligence Community priorities, coordinated analytic, collection, and operational efforts to address emerging biological threats and disruptive technologies, and managed networks of government, academic, industry, and scientific experts to advance understanding of global science and technology developments and biosecurity challenges.
Before joining ODNI, Dr. Hubbard spent nearly a decade at Peraton, providing technical leadership on emerging and disruptive technologies, biotechnology risks, and scientific intelligence initiatives supporting the Intelligence Community. Earlier in his career, he conducted research in genomics, microbial forensics, and biological threat characterization at the U.S. Army’s Edgewood Chemical Biological Center. He also completed a postdoctoral fellowship at the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD), where he led research programs investigating the mechanisms of chemical warfare-induced neuronal injury and identifying targets for therapeutic intervention.
Dr. Hubbard earned a Ph.D. in Pharmacology and Experimental Therapeutics from the University of Maryland and a B.S. in Neuroscience from the University of Pittsburgh.
