On May 23rd, 2025, the White House published Executive Order (E.O.) 14303, Restoring Gold Standard Science. IARPA has published its implementation plan and enthusiastically supports it. The executive order definition of Gold Standard Science means science conducted in a manner that adheres to the following nine tenets:
reproducible
transparent
communicative of error and uncertainty
collaborative and interdisciplinary
skeptical of its findings and assumptions
structured for falsifiability of hypotheses
subject to unbiased peer review
accepting of negative results as positive outcomes
without conflicts of interest
IARPA is a unique organization in that it implements ARPA-style science that serves the US Intelligence Community, and has instituted procedures that promote adherence to the principles defined in the Executive Order.
