001 May an individual or subcontractor be a member of more than one offering/performing team? Individuals or organizations may participate on more than one bidding team. However, individuals or organizations associated with multiple teams must take care not to commit more resources than can be effectively applied to the QCS program should more than one of their teams be selected for funding. Specific content, contributions, communications, networking and team formations are the sole responsibility of the performers.

002 Does current participation as a performer in other IARPA research programs constitute a need to obtain an Organizational Conflict of Interest (OCI) waiver? Participation by individuals or organization as a performer in an existing IARPA program is not by itself an OCI concern. Proposers who are not categorized as an Other Government Agency (OGA), Federally Funded Research and Development Corporation (FFRDC), or University Affiliated Research Center (UARC) may submit a proposal even if they have been issued Government Furnished Equipment (GFE) on other Government programs. Per BAA Section 3.A.1, proposals should always be mindful of Ethical and Organization Conflicts of Interest (OCI) issues associated with their activities.

003 What should be the budget start date for the program? The budget start date may be assumed to be August 30, 2010; however, the actual date will be set during contract negotiations.

004 Can an individual employed with a foreign university participate in the project and receive funding? See section 3.A of the BAA: "Only U.S. organizations or institutions may prime and submit proposals to the QCS BAA. Additionally, at least forty percent (40%) of the principals of the team (as measured by FTEs) must be from U.S. organization(s) or institution(s). Foreign participants and/or individuals may work on the effort to the extent participants comply with all applicable Non-Disclosure Agreements, Security Regulations, Export Control Laws, and other governing statutes applicable under the circumstances."
